HOW DOES THE POLICE KNOW IF THE WINDSHIELD HAS LESS THAN 70% VLT?

Dear Sir,

Greetings. My name and contact details are stated herein. Allow me to state the issue:

The M V Act 1988, states that the front and rear windshield should be more than 70 percent VLT (visual light transmission) and for other windows 50%. In 2012, Supreme Court passed the rule prohibiting usage of tinted glass and other alternatives like sun film for the following reasons:

  • To prevent criminal activity inside cars
  • To ensure good visibility for drivers and lower the risk of car accidents.

It is true that this law is never respected by many in India. This is not the issue. Yesterday (4th Aug 2022) a policeman stopped my vehicle, tore the sun film and fined Rs. 700.00. (HYD03TE225034656). My reasoning that the sun film is as per regulation was summarily ignored. Please find enclosed the photo of the police tearing off (not removing) the sun film. The point is HOW DOES THE POLICE KNOW WHETHER THE FRONT AND REAR WINDSHIELD IS HAVING LESS THAN 70% VISIBILITY?

In this specific case, the police man had no instrument to measure VLT. It was a guesstimate. Please allow me to add an illustration showing the % level of the sun film. Hence, the Hyderabad Commissioner of Police is requested to pay for the cost of affixing new sun film for my vehicle and cancel the fine wrongly levied. And it is the Commissioner’s prerogative to educate the erring police personnel for improved law & order.
